The Divanhane building in Kasımpaşa, which served as the Ministry of the Navy, was constructed between 1867 and 1869 during the reign of Sultan Abdülaziz. Designed by the prominent Ottoman architect Sarkis Balyan, this monumental structure is the fifth Divanhane to be built on the site, reflecting the long-standing maritime importance of the district. Architecturally, the building exhibits a blend of Empire and Neoclassical styles typical of the Balyan family’s late-era projects, characterized by its symmetrical and imposing facade that looks out over the Golden Horn. Throughout its history, it played a central role in the administration of the Ottoman naval forces and later functioned as the Northern Sea Area Command, remaining a key landmark of Istanbul’s 19th-century administrative and military landscape.
